What is a District on the map?
The group of Villages that cover the same topic. It's the site's silo, drawn from what actually exists rather than from what someone once planned in a spreadsheet.
The District is where the architecture conversation happens: looking at it is how you decide which page becomes the topic's Citadel, which pages should point to it, and which ones are in the wrong place.
